Tony Stallinger, Associate
Tony joined TDB Advisory in 2025 following a successful career across commercial and local government sectors. He now holds several governance roles while working as a consultant. His core skills are in financial management, infrastructure services, and organisation structures.
Tony is currently a Hutt City councillor, chairs the combined services committee with Upper Hutt City Council and independently serves on the boards of three charitable trusts. He previously chaired the Wellington Civil Defence Emergency Management Executive Group and a multi-sector advisory group reviewing water services in New Zealand. He was on the Board of the Hutt Valley Chamber of Commerce for twelve years.
Tony’s consulting engagements have included reporting on structural reform options for local government, acting as Greater Wellington Regional Council’s interim Chief Financial Officer, advising on financial considerations related to the transfer of assets and debt under the Three Waters model, and advising on options for the delivery of shared services.
Formerly as Hutt City Council’s Chief Executive and Chief Financial Officer, Tony’s key accomplishments included:
- Leading the City’s rejuvenation vision through major infrastructure upgrades, community facility redevelopment, and economic growth initiatives;
- Reducing costs by 18% relative to other councils and achieving the lowest rates increases in the country. This was by driving efficiencies, implementing new shared services and establishing successful subsidiary businesses;
- Being the regional chief executive lead for water services, promoting and negotiating the expansion of shared services through three iterations of the Wellington Water Limited model.
- Together with TDB Advisory, developing and submitting a proposal to reorganise local government in the Wellington and Wairarapa regions as an alternative to the proposed “Super City”.
- Achieving a Gold Award from the New Zealand Business Excellence Foundation.
Prior to that, Tony worked at Bank of New Zealand as a finance manager with a range of responsibilities including financial reporting, performance measurement and analysis. He led a group restructure programme that rationalised subsidiary entities from 60 to 30 through company sales, liquidations, amalgamations and minority acquisitions.
Tony commenced his career at KPMG Wellington in audit and financial advisory services. He managed many of KPMG’s most complex engagements such as Brierley Investments Limited, Reserve Bank of New Zealand and Accident Compensation Corporation. He was transferred to the Washington DC office as an audit manager and financial consultant, including an assignment in Eastern Europe.
Tony graduated from Victoria University with a Bachelor of Commerce and Administration. He is a chartered accountant and member of the Institute of Directors.
